(Photo: Daniel Nee)<\/p><\/div>\n<p>Brick taxpayers will have to reach further into their wallets to pay the annual school tax levy for the 2016-17 school year.<\/p>\n<p>After initially <a href=\"https:\/\/www.shorebeat.com\/brick\/2016\/03\/brick-school-budget-with-5-7m-tax-hike-voted-down-by-school-board\/\">turning down<\/a> a $5.7 million tax increase, then proposing a <a href=\"https:\/\/www.shorebeat.com\/brick\/2015\/03\/brick-school-board-introduces-tentative-2015-16-budget\/\">$2.3 million increase<\/a>, the final increase\u00a0expected to be adopted by the board at a special meeting Monday will be $3.5 million, above the state\u2019s 2 percent tax levy cap.<\/p>\n<p>The district can raise taxes above the cap this year because they did not raise taxes in prior years. Under a controversial mechanism known as a \u201ccap bank,\u201d school districts are free to raise taxes above the cap by the difference they remained under it\u00a0over the three prior years. For the average Brick resident with a home assessed at $293,600, the $149,999,323 spending plan will cost an additional $98.90 per year in property taxes. That figure is in addition to tax increases from the municipal and county governments.<\/p>\n<p>The budget eliminates 14 teaching positions, though 10 will be through attrition, said Interim Superintendent Thomas Gialanella. One administrator position, which is not currently filled, and one teacher aide position will also be cut.<\/p>\n<p>The additional tax increase tacked on since the board adopted a tentative budget last month can mainly be traced to increased employee healthcare costs, which are still something of an unknown to district officials. The district\u2019s new insurance broker has recommended switching to a self-insurance plan, but still advised Business Administrator James Edwards to add more than $500,000 to the budget.<\/p>\n<p>The budget also funds repairs to Brick Township High School\u2019s East Gym, which has fallen into disrepair, plus technology investments and the addition of a <a href=\"https:\/\/www.shorebeat.com\/brick\/2016\/04\/bths-gym-to-be-renovated-high-schools-to-launch-stem-academies\/\">STEM Academy<\/a> at both high schools (<a href=\"https:\/\/www.shorebeat.com\/brick\/2016\/04\/bths-gym-to-be-renovated-high-schools-to-launch-stem-academies\/\">see separate story).<\/a><\/p>\n<p>Board President John Lamela, a school\u00a0administrator\u00a0in Jackson Township, defended the increased healthcare costs but\u00a0admitted the budget was not \u201cpleasant.\u201d<\/p>\n<p>\u201cWe just have to balance our books and pay the bills,\u201d said Lamela.<\/p>\n<p>The board has set a meeting for 6:30 p.m. Monday at the Technology Training Center in the district\u2019s central office where the spending plan is expected to be adopted.<\/p>\n<p>Numerous residents said tax increases would be a hardship, especially given New Jersey\u2019s dubious status\u00a0as\u00a0the state with the highest property taxes in the nation.<\/p>\n<p>\u201cHow elaborate of health care benefits are you going to allow the employees of the district to get before the people of the town can\u2019t afford it?\u201d resident Larry Reid asked, citing annual health insurance premiums for district employees that can eclipse $30,000 for family plans. \u201cThe people of this\u00a0town in private industry do not have the low co-pays that the people in the Cadillac plans have, and at some point you\u2019re going to have to make adjustments to that.\u00a0The townspeople who don\u2019t work for a school district or a public entity have to absorb those costs.\u201d<\/p>\n<p>\u201cLook at the number of houses for sale,\u201d said resident Victor Finamore, telling board members that people are moving out of Brick due to the level of taxation.<\/p>\n<p>\u201cThere is not a money tree, and the taxpayers are not a Mac machine,\u201d said board member Karyn Cusanelli.<\/p>\n<p>Some board members were more positive on\u00a0the budget, citing hard work put in by officials to bring down the tax levy from the initial proposal.<\/p>\n<p>\u201cTo me, it sounds like 30 cents a day,\u201d said board member John Barton. \u201cIt\u2019s not like we\u2019re on the board to just throw money around in places where it doesn\u2019t have to be put.\u201d<\/p>\n<p>\u201cI don\u2019t want higher taxes, I don\u2019t want to pay more money, but at the same time I have children in the district and we\u2019re investing in their future,\u201d said board member Stephanie Wohlrab. \u201cMy father always said, \u2018you get what you pay for.'\u201d<\/p>\n<div class=\"fcbkbttn_buttons_block\" id=\"fcbkbttn_left\"><div class=\"fb-share-button fcbkbttn_large_button \" data-href=\"https:\/\/shorebeat.com\/brick\/2016\/04\/brick-school-budget-sheds-16-jobs-hikes-taxes-by-3-5m\/\" data-type=\"button_count\" data-size=\"large\"><\/div><\/div>","protected":false},"excerpt":{"rendered":"<p>Brick taxpayers will have to reach further into their wallets to pay the annual school tax levy for the 2016-17 school year.
